The 2nd place winner for Conservation looks like a land shot to me.
I thought the POTW had to be taken underwater?

I think for a conservation contest one can make an exception.

If that is the case, then that is a new rule. I entered a shot of a sea lion in Galapagos with filament wrapped around its neck in the last Conservation POTW Conservationand it was disqualified because it was taken on the beach.

The rules are made up as and when certain people feel like it.

The first place winner is solidly in the lead in that competition, so if the image is allowed or not is really moot. This is just a very small wetpixel competition, not some huge major one and we try to be relaxed about it. Maybe if the image had won, we'd have had a serious thought about it, but as things are, it's really a non-issue. If you want to be certain that your image can win, just submit underwater only. Thats the safest bet.
Sorry it has caused so much confusion.
