Unfortunately, that news was in 2009 just before the Copenhagen Climate Change summit. Nothing was done then and even last year's summit in Cancun was a bit of a wash. Now countries are waiting on the payout of the Green Fund, and of course, nothing is being done without it.
Sometimes, with the ineptness of government and the unwillingness of people to change, I think it's just easier to enjoy life and ignore what the future holds. ;)
