I don't suppose this new regulation will damage forward bookings. I always get a visa in advance from the consulate in London as it frees me up from the zoo on arrival in Egypt. The significant issue though is that last minute bookings are no longer going to be possible as the turn-around time at the consulate is far too long and will only get longer as the applications will now multiply exponentially...

I went at Christmas and had my visa within 3 minutes of walking into the hall 
There were quite a few empty booths, with the majority of people all using one booth as they were on a package

With any announcements to new rules / regulations it is best to wait a week or so from their announcement as a lot of decisions seem to be very elastic at the moment!!!
