I am a novice diver who will dive infrequently in warm clear waters. I have a Nikon Coolpix P-7000 camera with a Fantasea housing. I am looking to purchase a strobe light kit that is simple to use and is as inexpensive as is reasonable. The strobe should allow for good pictures, but need not be "top of the line". Recommendations would be appreciated.

I am not an expert but I see no one has given you any ideas so here are a few. My diving is similar to yours overall.
By the time you add the base, handles, arms, cable, strobe - the price will not be low for any strobe setup. The good news is that the strobe will work with any future camera upgrades.
You might consider an Inon S2000. There are reviews in many places so a search would be in order.
A nice feature of the Inon is the optical TTL option. When you dive rarely, using it for setting strobe output is quite useful.
If you have time, used optically fired TTL strobes come up for sale on this site in the classified area from time to time.
