Scorpion fish has a biased face - ugly / cute.
I found this fish in perfect position but my poor lighting technique ruined this picture

The face seems very "flat" and emotionless.
How can you turn this face to be more emotional?

The shot you've posted could be improved a great deal in post processing by increasing the contrast and/or clarity in post processing. Using one strobe and lighting the subject from the side would increase the shadows and the resulting shot would not be so "flat".

The eyes in this image are not tack sharp, the focus is just before the eyes. If you get the chance to reshoot the same or similar subject, try to focus on the eyes instead of the front of the mouth. On the lighting, i agree with trying to use one strobe. It would also help if you could try to avoid lighting the background too much (so use the edge of the light of the strobe
