I think it's a nice image and the turtle looks well-exposed. If you are looking for ways to improve it may I suggest:
- Lower yourself in the water column in relation to the turtle. Try to get at least at the animal's eye level.
- If possible, shoot slightly up towards the turtle. This may also give you some nice blue water in the background.
- Increase your f-stop to darken the background while using the strobes to illuminate the turtle. This will reduce the distraction of the background and make the subject "pop".
Of course, these things are all tough to do when you're chasing a fast-moving turtle! Good job

I took the graduated filter in LR4 and dragged from the bottom left corner and reduced the exposure a bit.
