Cheap flexible mount for video lights

I am making a gopro mount out of upvc pipe which will look a bit like this:

I want to attach a light on the top of each grip with a short flexible arm, something around 3" - any sugestions on the cheapest way to do this?

The flex arm system looks ideal but 40 for two 4" arms seems expensive!

You might want to look for locline arms - they are used industrially, and aren't that expensive if you can find a source for small amounts:
