Brittany is great, probably the best place in France about Atlantic Coast. I lived 10 years close to Biarritz (Spanish borderline) and there is not so many fish ...
Now it has been said, there's Brittany & Brittany. North Brittany (north of Brest) presents much clear water than south eventhough temperature are also colder. But you can see more fish, crabs, great kelp (kind of).

You can find dozens of Diving club (pro or associations) from Lorient (south Brittany) to Saint-Malo (Nord Brittany)
Brest and Camaret are really wellknown for their wrecks (many of them). Sure you can find many in Normandy but visibility and sea condition are rarely good (strong currents, ...)
