In practice this means they will not actually book indonesian airlines anymore until the matter is resolved.

 

Privately you can ofcourse fly whatever you want (but again, you may have travel insurance issues!)

So how does this work then? My German travel agent was more than happy to sell me a trip to Raja Ampat, same with trip to Central Sulawesi last year.

I know that local travel agents took care of the domestic flights.

Question is: can a travel agent sell a package in which a certain stretch is not covered by insurance? After all, the domestic flights come with the package, it's no where mentioned that there is an insurance issue or that if you want to take the flight you should do it as a private person (=private as in someone who booked the flight himself, without help from a European travel agency)

Is the travel ban still in effect? If so, i would ask the travel agent how that works. When this ban started, a spokesman for the travel industry came on tv to explain how terrible this was for their industry because they now had to book trains and boats instead of planes for travel inside indonesia. He explained this was because otherwise insurance would not pay out in case of problems. Sounded very plausible to me, insurance companies will stoop much lower than that to refrain from paying out

 

It may be that you can still book flights inside indonesia with a travel agent (they need to make money too), but that you're simply not insured if you run into any kind of problem and want to claim on your insurance. It definitely wont stop me from going

This is what I found on the ban of Indonesian Airlines Commission Regulation (EC) No 1400/2007 of 28 November 2007

 

Air carriers from the Republic of Indonesia

 

(23) Following the invitation of the Indonesian Directorate General for Civil Aviation (DGCA), a team of European experts conducted a fact-finding mission to Indonesia from 5 to 9 November 2007. Its report shows that already in 2007 the DGCA has started putting in place corrective actions meant to improve its ability to implement and enforce the relevant safety standards. The DGCA has informed that during 2007 it has begun with the restructuring of the DGCA and has granted increased powers to its inspectors. However, it also shows that the safety oversight functions on the carriers certified could not be fully executed during the first 10 months of 2007. As of beginning 2008, the DGCA intends to obtain additional human and financial resources in order to fulfil its obligations under the Chicago Convention. The Commission takes

note of this progress, and strongly encourages the DGCA to implement all the corrective actions presented to the Commission. The Commission considers, however, that the current status of implementation of corrective actions by the DGCA of Indonesia does not allow, at this stage, the removal of the operating

ban imposed on all carriers certified by this authority.

 

(24) The authorities of Indonesia have provided the Commission with an updated list of air carriers holding

an Air Operator's Certificate. At present, the air carriers certified in Indonesia are the following: Garuda Indonesia, Merpati Nusantara, Kartika Airlines, MandalaAirlines, Trigana Air Service (AOCs 121-006 and 135-005), Metro Batavia, Pelita Air Service (AOCs 121-008 and 135-001), Indonesia Air Asia, Lion Mentari Airlines, Wing Adabi Nusantara, Cardig Air, Riau Airlines, Trans Wisata Prima Aviation, Tri MG Intra Airlines (AOCs 121-018 and 135-037), Ekspres Transportasi Antar Benua (AOCs 121-019 and 135-032), Manunggal Air Service, Megantara Airlines, Sriwijaya Air, Adam Skyconnection Airlines, Travel Expres Airlines, Republic Expres Airlines, Airfast Indonesia, Travira Utama, Derazona Air Service, National Utility Helicopter, Deraya Air Taxi, Dirgantara Air Service, SMAC, Kura-Kura Aviation, Indonesia Air Transport, Gatari Air Service, Intan Angkasa Air Service, Air Pacific Utama, Transwisata Prima Aviation, Asco Nusa Air Transport, Pura Wisata Baruna, Panarbangan Angkasa Semesta, Asi Pujiastuti, Aviastar Mandiri, Dabi Air Nusantara, Balai Kalibrasi Fasilitas Penerbangan, Sampurna Air Nusantara, and Eastindo.

The Community list should be updated accordingly and these carriers should be included in Annex A.

12 In what way will publishing the European blacklist help European citizens travelling abroad?

 

Publishing the European blacklist provides useful information to people wishing to travel outside the European Union where flight bans do not apply. The Commission advises them to avoid travelling with these airlines if at all possible.

 

The list also improves the rights of consumers who have bought a trip at a travel agent which includes a flight operated by an airline on the blacklist.

BTW, just to add a bit more "experience" on Merpati Airlines here, a few friends of mine just returned from a trip to Raja Ampat last week and they flew Merpati from Jakarta to Sorong via Makassar. Unfortunately, their plane broke down in Makassar and they had to stay overnight there. Merpati gave them a bungalow house to stay in for the night (free, of course) and provided them with complimentary transfer between the airport and the house. The house was nice and clean so I guess that wasn't too bad.
