Could you provide advice, I'd rather buy something new, but if a reaaly good second hand opportunity comes I would evaluate... I have NO IDEA WHATSOEVER about filming UW, cameras and all that..... For $2000, unless you get one of those Sanyo VPC with housing (which is decent enough for web distribution) but for HD and TV (which I assume will not be HD) then I suggest you look at HDV camera units and housings in the classifieds. The Canon or Sony HDV camcorders are usually good enough for most web use and being MPEG2, the computer requirements are not very high compared to the latest camcorders with AVCHD. I'm quite sure you can find a used unit for about $2000. You just have to look hard. You will also have to read up on the types of controls available, mechanical and electronic. I guess it depends on how much under $2000 you want to get. Just to give you an idea, I did this with a Canon HG10 ($399) and a $249 Nemo 200 housing (Google search it) and cheap lights.
