How to shoot schooling glass fish with fisheye and 2 strobes?

Shooting glass fish is the most frustrating!

I shoot with 2 Inon Z240 type 4 strobes and Nikkor 10.5mm FE.

Too much overexposure on the scales of some fish but underexposure on the other fish.

Should I turn on just 1 strobe and try to illuminate all fish?

Any ideas to improve my pictures?

If you were me, how would you setup aperture/strobe power/strobe position?

Classic approach is single strobe and aim to light the fish and nothing else. The shoot until you have a nice shape of the school of fish, against a blue reef and water background. Alex
