i'm going to go out on a limb and say it looks like a gastropod of some sort. I think I see eyes and a (crazy!) mantle. But beyond that I am stumped. How big, at what site and depth, and what time of day? In over 10 years of diving Anilao I've never seen this creature!

Looks like it might be a cowrie. Some of them such as Erosaria labrolineata have very long branching papillae on the mantle. Do you have any more shots of it? Perhaps from the side?

I shot something similar across the way in Mindoro near Muelle Port. I will dig up the pictures and post to compare.
