I think the problem is not the camera, dynamic range or resolution. You can see a gallery with photos taken with Olympus OMD E-M10 III (same sensor as your camera model EM10II): https://www.instagram.com/masuleti_underwater

All pictures were taken with Panasonic 8mm Fisheye with Nauticam 4.33" dome port and M.Zuiku 60mm Macro

Well, you took these shots with artificial light so that's not a good comparison ;)

I think the point worth making is that as I wrote recently at equivalent DOF there is no benefit of a full frame camera unless you push the ISO at extremely high values >26000

I think in all scenarios you need to abandon the idea of a domes and rectilinear lenses (this may be an issue if you have people in the shot) so that you can open the lenses and get more light in.

For what you want to spend I would consider the Nikon D7200 with Tokina 10-17 in the classified section right now that would be a great purchase for $2500

It would be really interesting to hear on expericnce on this combo.   I like to (and do) shoot a lot of fisheye and CWFA today.  The combo Sony 7II (or later) with Canon 8-15 would be interesting if decently compact and handling is great.

I shut my Sony A7R.... with the  Sigma 15 mm FE with via Metabones adapter behind the Nauticam 140 mm Optical Glass dome port with great results.But the quality of the 8-15 mm it is definitely better, how much better I'm not sure.
